While I can understand the reason people make that argument (and I myself argue for programs like WIC), you're mixing legal statutes with policy decisions. It might seem like a humane notion, but it's a bad argument.

And it's closer to about 70% of Americans who oppose taxpayer funding for elective abortions. And one of the most grotesque political manipulations I've seen in a long time occurred with Tim Kaine and his abortion flip-flop. At one time, Kaine was a moderate on abortion whose views were "more or less" in line with many Americans. But after HRC and DNC got through with Kaine, Kaine was suddenly in support of the DNC platform position of changing the Hyde Amendment. So much for moral conviction.

You know that I've said many times the RNC is a joke and dysfunctional. The DNC just flat out makes me sick.
