Tom Price (HHS Secretary) asked the same question and a list of 105 counties (20% of counties where PP is established) was produced where PP is the only safety-net provider:

Not that you must accept my judgment ;-) but I think this one is valid. Whether other providers will flock to the sorts of places where PP is the only player also seems a foregone conclusion. Establishing new federal clinics may achieve many ends but won't save the taxpayer money.
