Certainly not that. FWIW I used to deplore the lower taxes on dividends in the US where richer people often derive more of their income from lower-taxed dividends, but a careful analysis shows that "imputation credits" are common elsewhere, allowing very low tax ion dividends- e.g. 3% in NZ if you earn more than about $60K and actually a tax credit if you earn less. That's a lot better than the US, though you'd need to balance that against zero deductions for mortgages and the host of other US exemptions that don't exist elsewhere. But I digress:
