Yes. In this case, Sessions believes that the status quo is subversive wrt laws passed by Congress, a situation that he will fix. While Victor along with millions of fellow citizens, feels that law reform is needed for cannabis.

A good role for WAPO might be to remind its audience that Congress sets the law and the AG enforces it, so it's Congress that needs to be lobbied. Instead a partisan hit piece pretends the AG's commentary actually is the justifications for his actions. But he states only one justification: that it's the law. The rest is the usual banal political padding now misused by WAPO to further their narrative. If Sessions has any sense, he will limit his further commentary to the statutes that are breached and his obligation to enforce until such time as Congress says not to. Let them misrepresent that.
