From what I gather, he apologized to NERC for possibly contributing to their poll site crashing: http://www.bbc.com/news/world-europe-jersey-35860760

Although it seems James Hand is a former Beeb employee, Auntie's PC squad shouldn't have been a factor. In general it would be un-British to apologize for the suggestion, especially when it so closely matches the Zeitgeist in that area ;)
