With most manufacturers, the dealer has control of everything - selling price, delivery, prep, etc. - at least in New Jersey -except sales tax.
In New Jersey, they can give you the car gratis, but if they do, they must collect a reasonable sales tax in order for the buyer to register the car.
Some manufacturers might control how far the selling price can go down, but I don't know of any offhand.
Anyone who does not go overboard- deserves to.
