* In Explorer do you see both a FRX *and* FRT file? (report files consist of two components -- a FRX and FRT)
* Are you doing this from a computer where FoxPro is installed?
* Is the behavior different if you already have FoxPro open? (i.e. if you don't already have FoxPro open, open it -- then try double-clicking the FRX in Explorer)
