On Windows there is the free WinSCP utility which can act as a client for SFTP sites. It has various directory syncing options, and is also scriptable for more advanced operations. You can use Task Scheduler to periodically run WinSCP and run an appropriate script within it.
UPDATE: if you want to do this directly in VFP, it looks like Rick has a class that supports SFTP:
