This war is just dragging too long. Obviously the bureaucracy caused that, the inefficiency of the apparatus. Being led by the success of the conception which worked so swimmingly in ex-socialist countries, this war will be privatized. And in this case, there's also the chance, largely lacking in the showcases, to bail the new owners out, once they've sucked out too much profit and haven't maintained it for a few years.
