Okay, here it is... not an answer but the official word from MS tech support.

VFP 5 and 6 are documented to give a read-only error when saving forms and menus on Netware 4.x volumes. The problem was first reported in May 1997 (with VFP5) and reviewed (but not yet fixed) in Oct 1998. The article # in the MS Knowledge Base is Q168055.
