FWIW, they have pretty hefty death duties in France which has helped fund their excellent healthcare system- but what always happens is that need expands to about 105% of available resources and sits there crying out for more. Meaning that any additional tax is a short term relief until you end up in the same position of unmet need a variable time later, except with more tax now. There has to be a rationing mechanism of some description and until society is prepared to have the hard discussions about priorities, there's a constant tug of war involving perception of amoral unmet need. This also is why the US medical "insurance" system always is going to drive premiums towards un-affordability when there are perverse incentives not to ration, but lets not hit that sore spot just now.;-)
