The only difference are the successful one is a real computer but the failed on is a Windows 10 Hyper V virtual computer. Before upgrading to Windows 10, there the layout works in both real and virtual computers.

It looks like you are right, I am not able to dock the command window on my Win10 machine either. I haven't noticed since I have never used this option. I prefer to have the command window completely separate from the VFP window, sometimes I have it on another monitor.
