The only difference are the successful one is a real computer but the failed on is a Windows 10 Hyper V virtual computer. Before upgrading to Windows 10, there the layout works in both real and virtual computers.

I just checked again, and I was wrong. I had no problems docking the command window. It's been so long since I used this feature, so I forgot how to do it. :-) Just make sure that you have a valid resource file active.
