The dialog to disable them was unreliable for at least three previous versions. I have the habit of just stopping to think and every once in a while it's with a finger on the shift key. The annoying beep and the dialog which pops up keeps returning, no matter what I google out (or try to set in control panel) to stop it. Next time, it's still popping up, with default settings.

Microsoft doesn't fix things if they don't annoy enough people. For any bug there's just one question "is there anybody who would refuse to buy Windows because of it?", and if the answer isn't a loud yes, it doesn't get fixed. They make new features (to skip the expletive here) instead.
