The only difference in the code is I copied an old form back into the project from a few weeks ago with one added object on it. How does that effect this resource error thing?

In which directory on the local drive do you store the exe? Every sub-directory to "C:\Program Files" and "C:\Program Files (x86)" are Read Only, I guess that's your problem.
