Kicking Saddam out of Kuwait IMO was necessary - not removing him from power then was something I was uncertain when it happened.
Going in second time was a real blunder. Hindsight on IS growth after 2nd makes decision to stop in the nineties more plausible, identical growth cannot be postulated as guaranteed if another course had been taken after freeing Kuwait.
