Actually that's the same processes that Papadopoulous went though - they just kept it quite so he could cooperate...in other words they've been using him to gather more information for months (the reason that this guy is much more of a concern to the Trump administration than the other two guys). This is one of the many reasons you can expect to see more indictments.
