So this means that when you say 'They pled innocent rather than trying to make a deal' you are simply wrong on that.

There has been no trial for Papadopoulous nor will there be a trail as he pleaded guilty. His arrest was last July and pleaded guilty in October - so this entire time he's been secretly working with Muller's team (thus the reason the Trump administration should be extremely concerned). Once he get's to step 11, how much help he's been can determine what happens in step 12. Since he pled guilty he can not do step 13 - but I THINK he might be able to appeal the sentence he gets - but he can't appeal the conviction itself because of the guilty plea. It's actually possible for him to change what he did in step 9 and withdraw his guilty plea and enter an innocent plea prior to step 12 - which then would put him back at step 10 and then there would be a trail. Needless to say that is not happening here (and that cycle is a rare event in any case) - but technically it's possible. Often times what happens at sentencing is directly related to how many other people that can convicted because of the help that's provided - for example - if suspect is looking at 5 year sentence, at pre-sentencing that can say that for every other person that got convicted as a result of their help that 4 months is knocked off the sentence. You see this happen a lot with Mafia rats. Anyway odds are that you wont see Papadopoulous get to step 12 until after everyone else has since his sentence can depend upon other convictions. And the agreements can vary - can be dependent on convictions or arrests - but generally it's convictions (the person just hopes the prosecutor doesn't screw up the case and not get a conviction) -- but considering the team that Muller has I'd say the odds of not getting some sort of conviction is rather slim for anyone caught in the snare.
