There is a difference between ignorant and stupid. If a person doesn't know what the 3 branches of government are or anything about the political system and it's because they've never been taught these things (ignorant) -- If they were taught these things and just don't have the capacity to comprehend what they were taught (stupid).
Then there is naive, which is the person who doesn't care or understand why it's important to know these things to begin with. All of the ignorant and naive folks can be educated, some of the stupid people can not. Now - will this cause them to make the correct decision? Maybe...maybe not ...but at least you have a shot at them making the right decision because they're making an EDUCATED decision. If they still make a wrong decision then they have acted stupidly....and/or were duped into learning false information and were unable to tell the truth from Russian propaganda for example....(which is another form of naive and ignorant and stupidity caused by being lazy). There is hope for the lazy ones too - assuming they're willing to get off their lazy ass and learn from their mistakes and their ego doesn't get in the way.
