Solution for VFP 5.0 only:

You can put a menu in a top level form...it isn't clear how to do it..and there is a gotcha..

In the Init of the top level Form you want to

DO menu.MPR WITH This

Howver, there are some bugs with adding/removing menu options after the main menu has been displayed...any menu pad that you add, won't be displayed until you click on the menu...ICK

I've heard that if you resize the form, that it will cause the menu to be redisplayed properly, but I haven't tried this.
