I'll bet the Mongols had health care just not health insurance. If a warrior was wounded in battle I'll bet every effort was made to fix him up so he could fight in the next battle. Health care has existed probably back before the cave man days. Even animals have health care even preventive health care-did you ever see one monkey picking fleas and lice off of another monkey or a mother cat cleaning her kittens. At the most rudimentary level this is health care. Health insurance is just a modern system of paying for health care and as Bill said "Insurance != health care.".
