There's another issue:

Since the1880s, every state except Maine, Nebraska and California until 1913, has elected on the "winner take all" principle- meaning that electors must vote for the candidate who got most votes in the state.

There's even an official name for an elector who doesn't do this: "Faithless Elector" with 29 states plus DC having laws to punish such a person, though none of these provisions ever have been enforced.

Neverthelsss, suddenly in 2016 we're to believe that this time the electors didn't do their job.

What is happening in 2017 is that 10 strongly blue states plus DC have formed a National Popular Vote Compact whose members pledge that their electoral votes will be cast for the winner of the national popular vote, not their own state. The Compact does not realize until a majority of electoral seats is included, with 165 so far of the needed 270.
