There was a KSPRO Windows 10 UMPC using snapdragon crowdfunded last year with delivery expected about now with street price about $600. Plan was to release at CES 2018 this month, but I can't find any mention of it there. Shame.

Another possibility depending what you need, is a Samsung Note 8 (which I currently have) with a keyboard cover or paired with a DeX station to deliver desktop experience. We talked about RDS earlier: maybe you could RDS into your Windows 10 professional desktop if you want to develop remotely/
