While not pretty, at least it is MUCH smarter than Merkel's do-gooding, allowing people without papers in with less processing forced by law onto citizens (ID card with machine readable photo, finger prints for passport). Turning people without papers away would give too much leverage to smugglers and others, but allowing those lying about identity and/or state of birth to stay is totally stupid.
Anybody coming into a country as a refugee and immediately starting to game the "new" system should forfeit any right to stay automatically.
