Sorry if I'm missing your point- but Reagan's biggest regret is reported to be that he trusted Congress to secure the border. Is that what you mean? And despite the fear-mongering, I'd say the chances of Trump starting a war would be NIL.
IMHO Trump/GOP's biggest exposure is what happens when the death spiral collapses the ACA and there's nothing ready to take its place.
