Yes, but did he ever "solicit" it by that definition? Did he "ask" for it or pay for it? Contrast that with paying for pee pee on Trump from Russians. That's cast iron solicitation, but you don't seem at all outraged by that.

Nice whataboutism, except that the GOP funder withdrew long before Steele was commissioned, so can't be blamed for the illegal solicitation. And the resulting pee pee dossier was used by the FBI for FISA warrants before the November 2016 election.
