You're right, for the wrong reason. ;-) That clause makes it illegal for a foreigner to do these things. Not a recipient. It's clause (g) that you want:

(g) Solicitation, acceptance, or receipt of contributions and donations from foreign nationals. No person shall knowingly solicit, accept, or receive from a foreign national any contribution or donation prohibited by paragraphs (b) through (d) of this section.

Since Trump JR did not accept or receive a thing of value, he had to solicit it for Victor's allegation to hold. And by reference to (b) it can be more than money- dirt on HRC meets the definition. If he solicited it.

Compare with HRC who did all 3- soliciting, accepting and receiving- the pee pee dossier that was used against Trump.
