It's heavily redacted, but the gist seems to be that the NSA warned the FBI/DOJ that they had been breaching the rules about surveilling US citizens, giving them a chance to self-report to FISA Court. Which they did, claiming it was administrative error that would be corrected. The FISA Court seemingly refused to accept bland assurances and wanted to satisfy itself that it could not recur. Which is a great big credibility tick for those judges. I wonder what they're thinking now that the Investigation Committee memos are being released. Administrative lapse, or abuse? As your citation notes, the Court has no power to accuse or indict, but disquiet from that quarter makes it difficult not to appoint a special counsel IMHO.
