I'm just the opposite. US laws protect personal credit cards but not debit cards or business credit cards.. Legally, with US issued credit cards the users maximum liability is limited to $50 US.
Also, I have never used an ATM. I refuse to accept a PIN for cards that can be used as both debit and credit.

To me it boils down to liability and who holds the money while disagreements are being settled.
