I am running SQL 2008 R2 on windows 10 for a long time already. It also works for Windows 8.1.
You must use Service Pack 2 though (of SQL Server). However you could go straight to SP3. Here is a good list of SQL versions and releases:

SQL Server 2008 R2 requires Service Pack 2 to be compatible with Windows 8.1. For more information, please read the following support article:
