Have you looked at MSSQL LocalDB 2016 or 2014?
https://docs.microsoft.com/en-us/sql/database-engine/configure-windows/sql-server-2016-express-localdbThe files (mdf and ldf) are 100% compatible with the full blown SQL Server or even SQL Express so if you need to move them later there will be no conversion to do.
This is not SQL Express but LocalDB
