POSTNET barcodes can be found all over for sale and even by searching the web. I found uspsbar.zip that way. I can't find the creator of it or much about it but it seems to work. I have no idea about distributing it.

Sizes and placement on a mailpiece is very specific. You can get templates from the USPS.

Barcodes are not of much value on mail unless you are trying to achieve a rate reduction using them. If that's the case, you need to have a permit at your local bulk mail center and your list must be CASS Certified. Supporting documentation will be required at the bulk mail center.
