It doesn't need to be just express version. There are other editions like standard, web. You can check this link for editions:

I don't only develop for in-house and our customers have versions\editions ranging from 2005 Express...Enterprise to 2017 Express .... Enterprise. So I have to check stuff against the common lowest one unfortunately (if it were all left to me, I wouldn't even choose MS SQL but postgreSQL).

PS: Yes I have been using developer editions since pre 2005 and it was something like 49$ then. Recently made fro free (maybe a little bit late to catch open source train).
