If there's any truth in this- then why wouldn't a solution include addressing bullying/isolation of oddball males in schools? A policy as simple as "if a teacher observes a kid being ostracized or excluded, the others are automatically in the wrong" might do wonders to keep oddball kids committed to the social compact rather than gathering their arsenal.
I believe it was a Heinlein line in the 80ies that favorite way of male suicide was taking a high powered gun with to to an elevated ground above crowds and start shooting...
