That was in october 2017, still waiting to hear from them.

It's not just the incompetence - it's that even the competent ones are scared to use their brains. Last time they did, they made a wrong decision, even if it was by the book and the right thing to do, because their boss thought they acted too smart for their station and they should ask boss first. Some fault was found, some grilling was performed, the whole dance... to the point that even routine stuff doesn't get done because someone up there wants to be in control. Add to that the PC police, who ARE in control and nobody controls them... this is what you get.

The side effect is that the competent folks tend to evaporate towards places where they may not even get more money, but where they may be allowed to use their brains.
