I tested it all, and it is the Taskbar!
If i add a Link to the Taskbar, the Icon Change will not take response in the Taskbar, whatever I use (Yousfi's API Call , or _screen.icon ...). The Taskbar always uses the Icon which is assigned to the link!

So i Think, there must be a Call to the Taskbar to change the Icon.

For my actual Problem it is OK, to know that the Taskbar caches the Link Icon. So this is ok.

Bud for my investigative mind, it would be nice to know how to do it ;)
Bud also I have to go on with my regular work, so let's keep the Thread closed...
