The explanation for lower birth rates is that women are delaying childbearing because they're working/need to work and are better educated and have careers and there's not enough provision to take time off.

The only solution is to take in babies of mothers that presumably have none of these attributes? How about changing the laws = better maternity leave and/or reduce the need for both spouses to work full time to make ends meet? The second would be easier if every 1%er anticipating a $1B income this year, was prepared to accept only (say) $200M and not prefer to underpay immigrants.

! (Asian == immigrant). Definitely agree that Asian ethnicity = great school grades and exam results that internationally leads to dominance in medicine and other high grade professions unless a subjective personality component is added. Not convinced that this has anything to do with everybody else getting dumber, though.
