Before Rick kicks in, I'd say you check the settings in your application pool in IIS. It should have your dll running under some service account... well it's been a few years since last time I did that with wc.dll. Check Rick's site, he's got instructions for running WWWC under IIS7, with the settings you need. You may not need everything there (lots of it related to WWWC itself), but check that app pool part.
