There's some packaging involved with ActiveX whereas COM is more general - any app _can_ have a COM interface, while AX _must_ be COM. Generally, ActiveX is a component communicating with the host app via COM but can't operate standalone. So in this sense XML DOM actually is an ActiveX as it doesn't exist as a standalone app.
