I remember someone here many years ago (maybe David Frankenbach?) quantifying this as # of WTFs / page of code.
Still, (sometimes) one dev's WTF is another's eureka.
I fear that software development is like smut. I can't define what is bad code or a lousy programmer, but I know it when I see it.
Development needs to be as scientific as possible.
