Between November 2017 and March 2018, border agents searched digital devices of around 200 travelers arriving in NZ. So this isn't new: the main effect of current legislative effort is that while you had to provide access to your devices at the border, there was no specific mention of providing a password. Now there is.

Worth noting that in the same time period, Canadian border agents did "digital strip searches" on electronic devices of 4,529 travelers.

Not sure why they call it a digital strip search when the scanners at airports perform effectively that function and border personnel have always had the same right to open and inspect your luggage.
