What about currency manipulation against the Bank of England? One of the principal culprits who made himself a billionaire by such means, is treated as an international celebrity and philanthropist rather than an antisocial crook. Ditto people who offshore jobs from whole inner cities and ethnic communities to earn more millions for themselves and cronies. They're more likely to be applauded rather than asked to leave a restaurant. You're right: appalling antisocial behavior ought to have social consequences whether it be tax evasion or assaulting the currency.
