If you wanted to mark records for deleteion, you added a delete flag column to your table. We never allow our clients to see deleted records, and they never have the opportunity to undelete. Yet they have to run a pack and reindex periodically.

Yes. If you truly (madly, deeply) want them gone (vamoosed, disappeared, dead, deleted, find a time when you can have exclusive use of the file and issue a PACK command.
I generally have this as part of the reindex utility of any given system with the user option of "Purge Deleted Records"
