I would count that as a filter (As I read it is named a filter). Multi select as I see it would mean select multiple rows like you would select several files on windows explorer, by drawing a frame with the mouse or by ctrl / shift click (ok the recently added checkbox click might be close).
IOW the rows are selected, while all other rows in the current filter / order remain visible.
