2. There are many languages where accent is NOT on the word written with a diacritical - in hungarian, for instance, the accent is ALWAYS on the first syllable (NOT character - the first character may be a consonant, see point 1), and on any page of text you'll find hundreds of words with diacriticals being on other syllables, mostly because out of 9 cases, 7 denote length, not accent. Ditto for french - the accent is mostly on the last syllable, diacritics can be anywhere.
3. Therefore there are no accented characters. Characters don't carry accent, syllables do.
