I believe (though cannot proclaim) that Tamar's reaction is along the lines of reaction to the neighbour who calls emergency services whenever they smell a whiff of smoke or hear a child's shriek.

I'm reminded of a BBQ attended by the Fire Chief when one of his appliances turned up after a notorious neighbour smelled smoke. Locals had taken to giving this neighbour advance notice of outdoor gatherings or kids' events, even inviting her along, but her preference was to sit at home with all windows open, ready to raise the alarm at the first hint of trouble. On this occasion the Fire Chief visited her to discuss what had happened, but apparently she was immovable. Her view was that a civic-minded person always raises an alarm when they smell smoke or hear screaming, but if the Fire Chief chooses not to respond, that would be his professional judgment with no connection to her own exemplary behavior. She terrorized the neighbourhood in the name of responsible citizenship, always utterly certain of her own unimpeachable moral position as she spoiled everybody else's pursuit of happiness.
