BTW, a recent change in the law in October, 2018 in the U.S. now allows binary decompilation and disassembly for legitimate security research purposes. This is a far cry from being able to actively patch vfp9.exe or its DLLs, but if you were to create a security research entity, you could legally begin investigating VFP9's internal design for security issues. This would necessitate learning how it works, how it loads, how it handles function calls, basically how it operates completely.

It's a legal and legitimate way in to the knowledge. That is still a far cry from being able to actually produce VFPA-like patches / extensions which others can download and apply. However, if it winds up being legal to do what Chen is doing in China, it may be that you could go and visit Chen, and while there work on various code, so that you didn't break any U.S. laws because you did all of the work in the countries where it's legal. It would be like going to a country where something is legal there that is not legal in your home country. You would not be arrested (there or in your home country) for doing those activities in the foreign country, even though you could be arrested if you did them in your home country.

In any event ... it's all academic. I doubt Microsoft will respond one way or the other, but I hope they do. Then everyone will know the lay of the land rather than guessing / assuming.
