Have you tried / explored Foxscheduler?
I am afraid it does not do what the OP wants.
What it does do is to enable you to administrate things to do on a certain date for a certain time. You can show your scheduler / results on daily, weekly and on yearly basis. It does not start at a given time . day.
It is a very nice application from UI aspect.
