Perhaps (as a public service) the perpetrator can ask Microsoft and the rights holder whether they mind his breaching copyright and the license like this. ;-)
More seriously, VFPA allows you to build open source zipping and encryption into your dll. So no add-on flls or dlls needed. Paranoid sorts can even embed ASM or C++ into their VFP code so only an expert can hope to decompile, especially if you add a GUID or similar to your key.
