It was 5721, I'm bad with names :).

Found the cause: the 5815 service pack doesn't overwrite. I had to remove Fox (from a separate VM, of course) and then install from scratch, and then apply that version of SP2.

And now it finally installed :). Launches much faster than VFP9, that's the first impression from the two minutes look.
